In my building we have some units that include heat and a/c and others that don't. The ones that provide heat and cooling have a date where the boiler switches from one to the other regardless of the outside temp, but the tennant sets the temperature.

Read your lease. It's unusual would pay your electrical bill? Water, yes, because many multi tenant buildings have just one water meter, but each untit has their own electric meter.

No, its illegal to do so. Each tenant should have an apartment that is at a comfortable level for them.
However if the temp the apartment must remain at is on the lease, then that is legal.
